Who does what ?

The Single Managing Authority, namely the Région Normandie:

  • is responsible for the sound administrative and financial management of the programme;
  • authorizes the Caisse des Dépôts et Consignations, the programme’s Certifying Authority, to pay the grants to beneficiaries.
     

The Joint Technical Secretariat (JTS) assists the Managing Authority and the Steering and Monitoring Committees. It reports to the Région Normandie and:

  • reviews the bids,
  • once the grant is awarded, draws up the contract between the lead partner and the Managing Authority,
  • monitors the project's progress,
  • performs the requisite checks that the grant payments are subject to, in connection with the Managing Authority.
     

The Steering Committee, comprising 13 members for each of the two member states, reviews project relevance in accordance with the Operational Programme, in order to decide on whether or not to award the grant.

The Monitoring Committee, also comprising members of each of the two member states, ensures the quality and efficiency of the programme implementation by periodically assessing progress made to reach the operational programme’s specific objectives and each priority’s set objectives.

The Certifying Authority is the Caisse des Dépôts & Consignations. It pays the grants to beneficiaries.
